Being a pedestrian, I see this alot too. My peeve is more related to what I term 'broken neck syndrome'. Basically, if a driver is coming out of a driveway and turning right, they will look left and only left to watch for an opening. Last week sometime, I was walking a sidewalk near my work crossing in front of a driver like that. Just at the time my legs cleared the driver side of her bumper she lurched forward, saw me, and stopped again in surprise... that's how focused she was on turning into any opening. I, of course, was watching her while preparing myself in case I had to dodge. She mouthed the words "oh, I'm sorry" and I was sorely tempted to tell her off or at least give her the finger, but didn't.

In grade school I was taught to look both ways before crossing the street. Pity that people seem to forget that once they get behind the wheel.
